I get that overall 16 clubs are promoted from Step 4 and 16 relegated from Step 3. Even I can work that out.
But it says 4 relegated from each Step 3 League - i.e the NPL loses four teams. But 2 are promoted from each Step 4 league, and there are 3 Step 4 leagues feeding up to the NPL. So six NPL Step 4 teams teams are promoted and only four relegated.
I'm therefore assuming this means that every single year there will be a complete annual carve up ( excuse me, a considered FA decision ) as to which league the promoted and relegated teams end up playing in ? So probably the Step 4 NPL Midlands champions would end up in the Southern League Central at Step 3 ?
Reds in the Isthmian League would be an absolute result for me . . . .
